City Eighteen

City Eighteen was one of the most prosperous Cities the UU had established. The amount of work the Citizens did made the Combine stronger and more forceful. During the Lambda uprising, most of the rebels were slaughtered, and when the rebellion saw defeat coming they moved to City 18. The flock of migrating Rebels increased Anti-Civil activity and made Lambda have a stronger and stronger presence. It didn't take long for the hard working Citizens to turn into rebellious humans. It got to a point to where the Non-Citizen to Citizen ratio was 7:1. Constant raids on the City and a lack of labourers the Combine destroyed the Citadel, and left the City for exogens. Almost all of the resources were shipped to City 17 and the industrial sector in City 16. The year is 2026, the City streets and buildings are in ruins. The streets seem quiet upon investigation where small fired and feint talking can be heard from buildings, coming from small pockets of UPM or Lambda Resistance members. To keep Anti-Civil activity down, large scale OTA raids, shelling, and bombing runs are a constant threat. At night screaming is heard, coming from an unidentifiable Exogen.
