Welcome to the Civil Protection team Recruit! This book will go over the basics and advanced techniques of being a valuable asset to the Universal Union! Let's jump right into it, don't forget to refer to this book often in order to make sure you don't slip up.
Chapter One: What Is The CCA?
The CCA (or Combine Civil Authority) is a direct branch of the UU (Universal Union) focused on keeping Citizens safe and under control. You will be doing tasks such as: Clamping hardpoints, patrolling, keeping the peace, and dealing with Anti-Citizens.
Chapter Two: Ranks.
The CCA determines your level of authority by your 'Rank'. This section will cover all of the different 'Ranks' and what they are.
RCT: The RCT (or Recruit) is the rank you will be given when you join the CCA. A recruit is a basic unit with little or no training. A recruit has access to: Stunsticks, and Pistols with Rubber Rounds.
RCT-DIV: An RCT-DIV (or Recruit Division) is the rank after recruit. A RCT-DIV has received training but is still awaiting advanced training, these units are aloud to attach to patrols and Clamp Hardpoints. RCT-DIV are aloud to pick a specific division they would like to be in. These Units have access to: Stunsticks, Tazers, and Pistols with Rubber Rounds.
05: The 05 (or O-Five) is the first real rank of the CCA, you are officially out of the Recruit stage, and start following direct orders from High Command and doing your duty as an CCA Unit. These units have access to: Anything the above rank has, and Pistols.
04: The 04 is the same as an 05 but you have slightly more power and respect from other units. These Units have access to: (see 05).
03: You have reached a high enough rank that you have earned yourself the right to carry bigger guns! You are still quite powerless in the long run, but you can command the 04's and 05's. These Units have access to: Anything the above rank has, and light weight SMG's.
02: Similar to an 03 but you can carry a higher quality SMG. These units have access to: Anything the above rank has, and medium weight SMG's.
01: An 01 is the same as an 02 but you can carry any SMG of your choice. These Units have access to: Anything the above rank has, and any SMG.
EpU: The EpU (or Elite Protection Unit) is a rank that you earn when you have made it passed 01. The EpU's are trained in elite tactics and are the showboats of the division, inly the best of the best belong here. There's Units have access to: Anything the above rank has, Light Sci-Fi weaponry.
DrO: The DrO (or Drill Officer) is the head of training for their Division. So they train all the recruits and host training sessions. These units have access to: Anything the above rank has, and Standard Issue Pulse Rifles.
OfC: The OfC (or Officer)Is the right hand man of the Divisional, they have the right to carry a shotgun, and they have elite training. These units have access to: Anything the above rank has, and a shotgun.
AdV: The AdV (or Advisor) simply advises the DvL on what to do. These Units have access to: Anything the above rank has.
DvL: The DvL (or Divisional Leader) leads their entire division with an iron fist. They can command anyone below them and makes decisions for their group. These Units have access to: Anything the above rank has.
Chapter 3: Divisions.
When you get to the rank RCT-DIV you get to pick what division you want to go into, this will be a list of the divisions and what thee specialty is (keep in mind you will be doing everything no matter what your division is, it's just that you won't receive the special training from the other divisions).
HELIX: Medics and Doctors.
GRID: Technicians and Mechanics.
JURY: Interrogators and Judges.
UNION: Guards and Patrollers.
Chapter 4: Gear.
This section of the book is a checklist of what you should have while on duty.

10-0: Use caution.
10-1: Not understood.
10-2: Understood.
10-3: Stop transmitting.
10-4: Copy.
10-8: Unit on duty.
10-10: Busy.
10-18: As soon as possible.
10-20: Location.
10-21: Report to Nexus
10-23: Stand by at (Location).
10-29: Check for contraband.
10-50: Patrol.
10-78: Dispatch for Officer in trouble. (Use in emergencies!)
10-99: Officer Down, In trouble. (Use in emergencies, and when ANOTHER officer is down.)
10-103M: Subject is mentally unfit.
10-106: Obscenity.
10-107: Suspicious Citizen.
10-107M: Disturbance.
11-1: Request medical assistance.
11-2: Request Overwatch.
11-3: Stalker.
11-6: Suspect is here, 10-20 is...
11-20: Unauthorized public gathering.
11-22: Contraband.
11-23: Contraband distribution.
11-44: Get the clean up crew.
11-70: Riot.
11-99: Officer requires immediate assistance! (Use only for emergencies!)
ADW: Assault with a deadly weapon.
BOL: Be on the lookout.
DB: Dead body.
UTL: Unable to locate.
Code 30: Homicide.
Code 30S: Homicide by shooting.
Code 31S: Shooting.
Code 500: Unlawful entry.
Code 647A: Vagrant loitering in a public place.
Code 647B: Vagrant is non-cohesive.
Code 647C: Vagrant is evasion status!
Code 647E: Anti-citizen.
CHapter 6: Terminology.
Inject (To formally deploy) - Move into a establishment or block.
Contain - To clamp off entrances of a area and confine the situation to a certain area.
Unrest - Rebellion or Riot.
Anti-Citizen - Individual convicted of multiple anti-civil violations; MALIGNANT.
Malignant - Individual convicted of multiple anti-civil violations. Subject is contagious and contains devised behavioral pattern.
Administer - To issue a verdict to a resident. (E.g. Administering a beating)
Pacify - To detain a individual non-lethally.
Clamp - Restrict residential access to a certain are ; Deploy standard
Clamps - To restrict activityprovide protection.
Unlawful Procreative Activity (UPA) - Attempting to perform intercourse.
Expose Flush - Suspects or expose them from cover.
Stand By - Await orders.
Intercede - Take immediate control of the situation; Ambush/surprise hostiles.
Extract - Withdraw subject out of Location 1 to Location 2.
Clear Often - Used as a breach term to inform the team that the area is clear of contraband and anti-civil activity.
Breach - To force entry to a designated area, often used in sweeps when breaches are placed or the door is kicked in.
Stabilize - To restore order to a situation by any means necessary, this is determined lethal/non-lethal by your commanding Authority.
Deploy - Often used in reference to the deployment of equipment or a squad. (I.E Deploying sterilizers at block; A )
Prosecute - To administer verdict to a resident through means of prosecution.
Isolate - To disband a large group of Citizens. (Two is Company, three's a crowd, four is a party!) Mostly used however for detaining someone. (Most servers don't want you to yell this at crowds.)
R.O.E (Rules Of Engagement) - Often set for breaches or sweeps by the team leader.
Amputate - To kill or remove limbs from the body.
Hold - Maintain position defensively.
BT - Baisic Training
PT - PLacement Training
Ripcord - Fall back to move back or away.
Diagnose - Determine an investigate level and situation.
Inoculate - To protect or safeguard from a threat.
Sterilize - Clean a designated area of Anti-Citizen/Civil Activity.
Contact - Hostiles spotted, prepare confirm to engage.
Contact Confirm - Contact is confirmed malignant and hostile, engage!
SociocideSociocidal - Attempted disruption of the social order.
Divisive - Having a quality that divides or separates from the Civil Populace(Causing malcompliance or other forms of rebellion).
Restrict - To prevent access from a designated area or location.
Bio-signal - A suit mechanism that is responsible for lifeline monitoring as well as synchronization to the Civil Authority system.
Infestation - High amounts of nectroticparasitic activity.
Biotic Non-naturalized - Alien species. (E.g. Vortigaunts, Headcrabs, Etc.)
Infected - Hostile Protection unit under Parasitic control.
Exogen - Antlion.
Necrotic - Zombie.
Parasitic - Headcrab.
Virome - Poison/Fast Headcrab.
Outland - Foreign.
Bouncer - Grenade.
Restrictor - Thumper.
Viscerator - Manhack.
GREEN - Clear
YELLOW - Danger that is unmediated
RED - Danger
Chapter 7: Citizen Violations.
When Citizens break the rules we discipline them based on their 'Violation Level'. Their Violation Level is based off the laws they break, and their past offenses. You give Citizen a Level 1, 2, 3, etc Violation and then punish them (usually this is done by a JURY, but if none is around any unit is able to do it).
LEVEL 1 VIOLATIONS
-Running.
-Jumping.
-Scaling.
-Yelling.
-Uncivil Behavior.
-Loitering.
-Audio Violation.
LEVEL 2 VIOLATIONS
-Discrimination.
-Talking to a Civil Protection Officer (usually 05-01 is fine).
-Breaking a Violation shortly after breaking another one.
-Possession of Emerald Marked Contraband.
-Wasting a Civil Protection Officers time.
-Not speaking an official language.
-Not wearing UU authorized clothing.
LEVEL 3 VIOLATIONS
-Resisting Arrest.
-Refusing to Apply.
-Citizen In-Action.
-Not Complying or not Following Orders.
-Theft.
-ID Fraud.
LEVEL 4 VIOLATIONS
-Trespassing.
-Token Theft.
-Direct Unit Harassment (with words).
-Fighting (physically).
-Tampering with bodies.
-Vandalism.
LEVEL 5 VIOLATIONS
-Direct Unit Harassment (physical).
-Attempted Policide.
-Light Propaganda.
-Ignoring Overwatch.
-Possession of Gold Marked Contraband.
-Lying.
LEVEL 6 VIOLATIONS
-Trespassing in CCA or UU property.
-UPA (sexual/romantic activities).
-Vandalism of CCA or UU property.
-Mental Imperfection.
-Homicide.
-Hostaging.
LEVEL 7 VIOLATIONS
-Possession of Ruby Marked Contraband.
-Kidnapping.
-Entry of High Command zones.
-Rebel Conspiracy.
Chapter 8: Contraband.
Contraband is set into three different levels (Emerald, Gold, and Ruby) punishments are listed above for each type of contraband. This will be a list of what Contraband fits under what level.

Chapter 9: UPA.
UPA is the code of conduct that shows the list of guidelines about Sexual/Romantic activities. There are two sets of rules one for Citizens to follow, and one for Units to follow.

Chapter 10: Elite Protection Unit Divisions.
Divisions that EpU's are aloud to be put in, where they can bring glory to the UU and show their outstanding work effort.

-BLADE - Elite version of UNION (Handpicked)
-JUDGE - Elite version of JURY (Handpicked)
-ANVIL - Elite version of GRID (Handpicked)
Chapter 11: Relationship of OTA and CCA.
The OTA (or Overwatch Trans-Human Arm) and the CCA are two different branches of the UU and they are both considered equally important. One of these groups have no power over the other and can't order each other around. It is seen that OTA is given a bigger priority as they are the Military while the CCA is the Police.
Chapter 12: Reasons for Amputations.
An amputation is when you as a unit have to kill something, whether it's a Citizen, Anti-Citizen, a Parasitic, or anything else. There are various reasons on why you you amy need to amputate something, it's important to remember that you ask HC before performing an amputation.
